Biografía

[Spoiler] He is the one who okayed Lucy's name because he wasn't paying attention because his son Hasebe was sick with a fever in the hospital. In the manga Lucy finally finds out when she overhears him telling the chief he was who okayed it right as young Hasebe was about to tell her. [/Spoiler]
